AS for the original question of planes to be built. I vote for the Plane of Shadows, its not particularly difficult to build (so much of its already built as you just have to view current areas through a dark mirror) and it would be easily accessible and provide tons of plot and RP fodder.

Far Realm.It'd probably never be buildable, but it spawns some of my very favorite critters. Like These. These are my favorite critter ever -after- Illithids and all their various freakish forms.

Interesting realm and interesting lore for it.
It might be buildable in a way, I can visualize some tricks for it.
Ever fought an aquatic illithid before? muhahhaahahaha willing to bet they are even closer to the mighty cthulhu than the land based one!

Have fun in the Far Realms of Insanity, Syd. You ain't dragging me in there with you! Just the very act of entering that place (not even mentioning interacting with its denizens) can cause your entire body and mind to warp. I ran a year long Far Realm themed campaign on an old server, more than one PC ended up bat shit insane or physically warped into a pseudo-natural version of themself.

Now you're mentioning 4th edition canon, don't think we're using anything 4th edition. As that would mean Mystra was dead and the Weave was destroyed.
If you're looking for the fey you'd be dealing with Arborea. The Chaotic Good outer plane that also houses the Seldarine, Eladrins, and Olympians (Greek Gods).
Also you'll find Brightwater in Arborea, along with Sune, Sharess, etc.
...I also think Finder Wyvernspur lives somewhere in Arborea.
Although to be honest, the Seelie Court (the home of the fey gods) kind of comes and goes between three Upper Planes. Ysgard, the Beastlands, and Arborea. Ysgard houses the Norse Gods (WIN).

Now you're mentioning 4th edition canon, don't think we're using anything 4th edition. ...and thank goodness for that. Even though I'm not too thrilled about Pathfinder blending Hide and Move Silently into one skill and blending Spot, Search and Listen into another, I'd choose a Pathfinder-based server over a 4th-Ed server a thousand times to one. Pathfinder and 3.X Edition are just right. And this is coming from someone who grew up with the Red Box, too.

I -love- a lot of the things 4e did, honestly.... Gasp!
I always planned something of a 3.75 campaign for my personal PnP use... the best of both worlds. But the older spot might be better for consistency, true.
Can we AT LEAST KILL EILIESTRAEE?! Hahhahaha
Further editing: Yeah, Pathfinder is kinda like the ADD version of DnD... But I do love a lot of the things they did, and the base classes being so -damn- cool really saves you a lotta money on NOT buying extra sourcebooks!
The detection and stealth thing... well, that it wouldn't work on NwN is something I strongly suspect.

No, we may not kill Eilistraee. Because even when she's not naked and not dancing in that mile-long hair of hers, she's still too cute to die. Halisstra Melarn, on the other hand, is not. And yes, the hefty tome that is the Pathfinder corebook contains most everything you need, which is good. I guess not every game company's out to eat all our money with an endless parade of necessary supplements....
