Now that I've taken a bird's eye look at it:

Remember: The reason they named Neverwinter Neverwinter was because of that patch of dirt's weird habit of staying toasty warm even in the dead of winter, and that area does get some pretty horrible winters. So they built a city on that patch of dirt where it was "never winter". Little did the city founders know that the reason it never got cold there was because of the big freakin' ancient heavy-radiation-spewing Creator Race artifact buried a mile or three underneath it. I'm sure that this little nugget of insight would have kept the city founders up all night....

So is it pretty safe to say that Prespur and the Pirate Isles are in a cool temperate zone?

I'm thinking like the Upper Peninsula of Michigan. Surrounded by water to keep it slightly warmer in the winter, but the snowmobiling is still good.
